Цель исследования – выявление перспектив использования механизмов ГЧП для межрегиональной интеграции регионов Восточной Сибири. Исследование состоит из двух частей. В первой проанализирован уровень развития ГЧП в регионах Восточной Сибири с применением методов сравнительного и статистического анализа. Использованы данные платформы «Росинфра» (rosinfra.ru) и рейтинг регионов по уровню развития ГЧП, составляемый Минэкономразвития РФ. Во второй части исследования определены основные направления интеграции регионов Восточной Сибири, потенциальные инвестиционные проекты, а также формы ГЧП, наиболее подходящие для их реализации. В качестве источников информации использовались: инвестиционные порталы субъектов РФ, сайт комплексного проекта «Енисейская Сибирь», материалы Национального центра ГЧП и нормативно-правовая база. Применялись методы контент-анализа, сравнительного анализа и экспертных оценок. Экономическая интеграция регионов Восточной Сибири является ключевым условием преодоления сырьевой зависимости, эффективного использования ресурсного потенциала, устранения социально-экономических диспропорций, повышения конкурентоспособности и обеспечения устойчивого развития макрорегиона. Одним из перспективных инструментов межрегиональной интеграции выступают механизмы государственно-частного партнерства (ГЧП). Проанализирован текущий уровень развития ГЧП в регионах Восточной Сибири, выявлены существующие ограничения и отмечена недостаточная степень использования данных механизмов. Ключевой проблемой использования механизмов ГЧП для межрегиональной интеграции является дефицит подготовленных к реализации инвестиционных проектов, что во многом связано с отсутствием единой стратегии социально-экономического развития макрорегиона и четко сформулированных направлений интеграции. В качестве приоритетных направлений межрегионального взаимодействия предлагается создание межрегиональных кластеров и усиление транспортной связанности территории. Для каждого из направлений определены потенциальные инвестиционные проекты и формы государственно-частного партнерства.
The aim of the study is to identify the prospects for using PPP mechanisms for interregional integration of the regions of Eastern Siberia. The study consists of two parts. The first part analyzes the level of PPP development in the regions of Eastern Siberia using comparative and statistical analysis methods. The data from the Rosinfra platform (rosinfra.ru) and the rating of regions by the level of PPP development compiled by the Ministry of Economic Development of the Russian Federation were used. The second part of the study identifies the main areas of integration of the regions of Eastern Siberia, potential investment projects, as well as the forms of PPP that are most suitable for their implementation. The following sources of information were used: investment portals of the constituent entities of the Russian Federation, the website of the Yenisei Siberia integrated project, materials of the National PPP Center and the regulatory framework. The methods of content analysis, comparative analysis and expert assessments were used. Economic integration of the regions of Eastern Siberia is a key condition for overcoming raw material dependence, efficient use of resource potential, elimination of socio-economic disparities, increasing competitiveness and ensuring sustainable development of the macro-region. One of the promising tools of interregional integration are public-private partnership (PPP) mechanisms. The current level of PPP development in the regions of Eastern Siberia is analyzed, existing limitations are identified and the insufficient degree of use of these mechanisms is noted. The key problem of using PPP mechanisms for interregional integration is the shortage of investment projects prepared for implementation, which is largely due to the lack of a unified strategy for the socio-economic development of the macro-region and clearly formulated integration areas. The creation of interregional clusters and strengthening of transport connectivity of the territory are proposed as priority areas of interregional cooperation. Potential investment projects and forms of public-private partnership are defined for each of the areas.
